Sally Capper is a Stakeholder Engagement Manager at the Parliamentary and Health Service Ombudsman, working with NHS leaders to improve complaint handling, embed the NHS Complaint Standards and strengthen organisational learning from feedback.

Sally has over 17 years’ experience at the Ombudsman. Prior to joining the Stakeholder Engagement Team in 2024, she was a Senior Caseworker, handling health complaints. She previously worked as a complaints investigator at the Healthcare Commission and handled complaints in a mental health service.
