Dr Gaffney won General Practitioner of the Year 2024. He oversaw the merger of four practices and building of the Victoria Medical Centre which won Best Primary Care Design in the Health Care Design Awards 2024. He became the senior manager in 2023, recruited eight new doctors, restructured administration, implemented full governance systems and introduced the use of data to drive and improve services. He retired in January 2025.

During his 37 years as a full time GP, he setup and managed local out of hours services. He was the medical officer for a high dependency spinal injury and severe neuro-disability unit. Co-founded and managed an AQP NHS hospital outpatient service, employing consultants across multiple specialties, coordinating investigations and surgery.
